Bookmark ApartmentsThe
Bookmark Apartments, in the Hollywood District of Portland OR, combines
in one building a public library, cafe and 47 apartments, 19 of which
are affordable to low-income households earning up to 60 percent of the
area median income. The complex, which went on the market in 2002, was approved following
zoning
changes adopted by Multnomah County that allow greater density through
increases in building size and height restrictions. Recognizing the
opportunity to address the needs for more affordable housing and a
larger library, local officials and planning staff supported the
project and helped resolve permitting issues and refine zoning
ordinances
to support the development. Compromises helped allay neighbors'
concerns about the size of the building, including a reduction in its
height and increased
setbacks of the housing units on the upper floors.
