Townhomes on Capitol Hill

This 134-unit town home community is located on the former site of the Ellen Wilson Dwellings, a public housing development built in 1941. The original residents were relocated in 1988 in advance of a planned comprehensive rehabilitation project, which stalled when costs exceeded available funds. The Dwellings sat empty until 1996, when the entire development was razed and redeveloped with funding from a $25 million HOPE VI grant. Townhomes on Capitol Hill is now home to low- and moderate-income owner households (with a small share of market-rate homes), and is structured as a limited equity cooperative. Purchase prices are based on household income, and to be eligible buyers must not have owned a home in the past 12 months.
